Keith Rowley has been Managing Director of NHS North of England Commercial Procurement Collaborative (NOE CPC) NOE CPC, a wholly owned part of Leeds and York Partnerships NHS Foundation Trust (LYPFT) since 2012. Through NOE CPC Keith is responsible for a range of services including the Collaborative Procurement Hub, the Hotel Services Category Tower and the shared Procurement and Logistics services delivered to LYPFT and Leeds Community Healthcare NHS Trust (LCH). Prior to joining NOE CPC, Keith worked in the IT Services Sector for 14 years, where he covered a wide spectrum of roles including procurement, sales, marketing, and operations. Most recently Keith has been appointed Chief Officer of Health Care Supply Association (HCSA). Keith is particularly interested in ensuring the role of Procurement is valued and developed to ensure it continues to underpin the success of the NHS.

Preeya Bailie joined NHS England and NHS Improvement (NHSEI) in July 2018 as Chief Procurement Officer. A year later she became Director of Procurement Transformation and Commercial Delivery, bringing together procurement oversight of both primary and secondary care.
Over the past 2 years Preeya has led the Procurement Target Operating Model (PTOM) programme, which is focused on the transforming the way the NHS purchases goods and services to drive value from every pound spent to deliver better patient outcomes.
Preeya has a breadth of public sector procurement experience, spanning local authorities and procurement partnerships, including the establishment of frameworks, outsourcing of services, setting up of joint ventures and programmes for income generation.
Preeya led the procurement team for the London Nightingale hospital, which saw the transformation of the London Excel conference venue into a state-of-the-art hospital in just 9 days, fully equipped to receive patients suffering with coronavirus.
As the NHS is one of the UK’s largest buyer of goods and services, procurement can be a powerful tool in driving positive environmental and social value. Preeya works with the NHS supply chain to help deliver the NHS commitment to have a net zero, fair and transparent supply chain free of modern slavery by 2045.

Liam Horkan is the Head of Clinical Procurement and a Senior Nurse at East Suffolk & North Essex NHS Foundation Trust
He is passionate about the impact that procurement activity has on the quality, safety and outcomes of care delivery and has been involved in a number of national programmes including the creation of the DHSC clinical evaluation team (CET) and supported the RCN on their Small changes, Big Differences campaign to promote the unique contribution that nursing staff can bring to decisions about procurement.
Liam has been a member of the Clinical Procurement Specialist Network since 2005 and was Chair from 2008-2010, he remains an executive member of the network.

Clara has held various Procurement leadership roles within the private and public Healthcare sector, leading teams through major transformation programmes, delivering significant commercial benefits as well as changing the perception of Procurement, and the value it can deliver to Healthcare organisations; supporting best in class patient care and pathways.
She was named a Deputy Chief Officer at HCSA in October.

Chris has worked within the NHS for over 20 years in a variety of senior procurement and supply chain roles, this has included the management of the procurement and customer related activities undertaken by NHS Supply Chain.
Prior to joining the NHS Chris spent nine years in private industry, working for retail clients in the manufacturing sector.
Chris has a Master’s degree in Business Administration that focuses on business and supply chain strategy and a post graduate professional diploma in management.
Chris is a member of the Chartered Institute of Purchasing and Supply (MCIPS).

Rt. Hon Lord Philip Hunt Of Kings Heath OBE PC

Philip Hunt has been a member of the House of Lords since 1997. He also speaks for the Opposition on Health, Cabinet Office and Lords reform.
He is President of the Royal Society of Public Health, GS1 and the Health Care Supply Association. He is Treasurer of the Associate Parliamentary Health Group; Secretary of the All-Party Group on the Constitution. He serves on the Editorial Board of the Parliamentary House Magazine.
He served for 10 years in the 1997-2010 Labour Government. He resigned in 2003 over the Iraq War and returned at the 2005 general election.
He was Deputy Leader of the House of Lords and Minister of State at the Department of Energy and Climate Change from 2008-2010. He also served as a Minister in the Department of Health, Department of Work and Pensions, Department of Environment, Food and Rural Affairs and the Ministry of Justice.
He was responsible for piloting changes to the law in the Lords to allow for embryonic stem cell research. He recently won a vote to ban the smoking of cigarettes in cars when children are present.
He was the first Chief Executive of the NHS Confederation, and previously Director of the National Association of Health Authorities and Trusts (NAHAT) from its formation in 1990. He ran its predecessor organisation, the National Association of Health Authorities (NAHA) from 1984 until 1990. He also served as a member of the Council of the International Hospital Federation from 1986-1991.
He was President of the Family Planning Association 1997-1998 and co-chaired the Association for Public Health from 1994-1998. From 1980-1982 he was a member of Birmingham City Council and a member of Oxford City Council from 1973-1979. From 2011 -2014, he chaired the Heart of England NHS Foundation Trust.
Philip Hunt was made a Privy Counsellor in 2009. He holds Honorary Doctorates from the Universities of Aston, Birmingham and Birmingham City. He is an Honorary Fellow of the Royal College of Physicians He is also an Honorary Fellow of the Faculty of Public Health and of the Faculty of Dental Surgery, Royal College of Surgeons. He was awarded the OBE in June 1993.
Philip Hunt lives in Birmingham. He is a keen supporter of Birmingham City FC and Warwickshire County Cricket Club.

Andrew joined SCCL as Chief Executive Officer (CEO) in September 2021.
Prior to joining SCCL, Andrew was the Executive Director for Procurement and Supply Chain at JCB where he was responsible for the Supply Chain globally. Andrew has also held senior roles at Magnox Ltd (now a subsidiary to the Nuclear Decommissioning Authority) and Babcock International Group PLC and brings experience across Retail, Leisure, Engineering and Property sectors.
Andrew has extensive experience in business transformation programme leadership, total lifecycle cost management, customer and supplier engagement and deploying technology to optimise business operational performance.
He also holds a Master’s in Business Administration and BSc in Chemical Physics from the University of Bristol.

Jacqui joined NHSEI from the UK Health Security Agency where she was Chief Commercial Officer, Head of Corporate Services and Transition Director. As a member of the NHS Test & Trace Executive Team, she was a driving force behind dynamic and rapid innovation and technology development in the supply chain.
Jacqui was formerly director for the Defence Infrastructure Organisation at the Ministry of Defence, and is a member of the Cabinet Office Commercial Function. She joined the UK government after 30 years in the financial services industry where she held multiple executive positions in companies including Credit Suisse, JP Morgan, Barclays and Bank of America Merrill Lynch.
Jacqui leads the vital work of the Commercial directorate, driving the NHS to improve delivery, quality, efficiency and value of our procurement and wider estates management, services and functions, and supporting the spread of innovations across the NHS.

Simon Clarke is the Managing Director, BSOL Procurement Collaborative responsible for the Procurement & Supply Chain of the 3 Birmingham Acute Hospitals (Birmingham Women’s & Children’s, Royal Orthopaedic Hospital and University Hospitals Birmingham). He is also West Midlands Regional Coordinator for the HCSA National Council.
With over 30 years procurement & supply chain experienced. Simon began is career in the Royal Navy and has worked in senior Procurement roles within the Pharmaceutical sector, Local Government and then 10 years ago started his career in the NHS at Basildon & Colchester and moved to Birmingham 4 years ago.
