Matthew is the Chair of the Board for the four acute hospitals that make up the North West London Acute Provider Collaborative – Chelsea and Westminster NHS Foundation Trust, The Hillingdon Hospitals NHS Foundation Trust, Imperial College Healthcare NHS Trust and London North West University Healthcare NHS Trust. He also runs his own consultancy, MJS Healthcare Consulting, through which he provides strategic advice on digital transformation and global healthcare to a small number of innovative companies.
He has spent his entire career in healthcare, most recently as Deputy Chief Executive and National Director for Operations and Information for the NHS in England. In this role he led the NHS's operational management, emergency response, major transformation programmes and the creation of Integrated Care Systems, to move the NHS away from a market system towards population health management. He was also responsible for the development of the NHS’s digital strategy and launch of the NHS app, which enables people to access their GP health record, interact with the NHS and provides the national vaccine passport.
Matthew’s NHS career started as an NHS supplies management trainee and includes a series of operational management roles in the NHS up to Chief Executive at the Royal Surrey County Hospital and as the NHS’s first Chief Information Officer. He then worked in government, firstly as head of the health team in the Prime Minister’s Office of Public Service Reform and then as special policy adviser to the Secretary of State for Health, during which time the government passed the smoking ban legislation and the NHS was identified as the world’s leading health system by the American think-tank, the Commonwealth Fund. After this, Matthew moved into the private sector and took his family to America to be Senior Vice President for global strategy and population health for Cerner, at that time the world’s largest dedicated healthcare IT company.

Keith Rowley has been Managing Director of NHS North of England Commercial Procurement Collaborative (NOE CPC) NOE CPC, a wholly owned part of Leeds and York Partnerships NHS Foundation Trust (LYPFT) since 2012. Through NOE CPC Keith is responsible for a range of services including the Collaborative Procurement Hub, the Hotel Services Category Tower and the shared Procurement and Logistics services delivered to LYPFT and Leeds Community Healthcare NHS Trust (LCH). Prior to joining NOE CPC, Keith worked in the IT Services Sector for 14 years, where he covered a wide spectrum of roles including procurement, sales, marketing, and operations. Most recently Keith has been appointed Chief Officer of Health Care Supply Association (HCSA). Keith is particularly interested in ensuring the role of Procurement is valued and developed to ensure it continues to underpin the success of the NHS.

Chief Commercial Officer

Jacqui Rock, leads the Commercial Directorate at NHS England – a national team of commercial and estates professionals that ensures the NHS has the products, services and infrastructure it needs to deliver world-class patient care and spends taxpayers’ money effectively and efficiently.

Jacqui oversees £30 billion of NHS spend with approximately 80,000 suppliers, covering major categories of spend bought at the national, regional and local level. Since joining in January 2022, Jacqui, as Head of Profession for commercial, has established a new NHS Central Commercial Function (CCF), which has supported the rollout of one e-commerce system across the NHS, driven the establishment of an NHS commercial community and improved how the NHS engages with and works with its suppliers, all with the ambition of transforming procurement within the NHS. Jacqui also oversees the work of NHS Supply Chain, following the transfer of share ownership to NHS England in September 2021.

Jacqui runs the NHS Central Estates Function, which supports the safe and effective running of over 10,000 hospital buildings, estates and facilities management services, and the delivery £5bn of capital works on the NHS estate each year. Under Jacqui’s leadership, the NHS became the first national health service to develop a Net Zero Building Standard in support of its commitment to deliver a net zero NHS and has seen the rollout of new National Standards for Hospital Food and Drink. In May 2023, Jacqui became a Non-Executive Director for NHS Property Services Ltd.

Jacqui joined NHS England from the UK Health Security Agency where she was Chief Commercial Officer. She was formerly Commercial Director for the Defence Infrastructure Organisation at the Ministry of Defence and plays an active leadership role in the Cabinet Office Central Commercial Function.

Before joining the UK government, Jacqui spent 30 years in the financial services industry, where she held multiple executive positions in companies including Credit Suisse, JP Morgan, Barclays and Bank of America Merrill Lynch.

Jacqui was included in Supply Chain Digital's ‘Top 100 Women in Supply Chain 2023 and in July, was named as part of the CIPS Procurement Power List 2023.

Will Laing is the Operations Director for the NHS Workforce Alliance, jointly reporting to the senior management of all five partner organisations, and responsible for the overall success of the Alliance in driving positive outcomes across all areas of workforce management for the NHS.

Previously, Will was the Account Director - Department of Health and Social Care for Crown Commercial Service, during a period where the engagement between the health sector grew significantly.

Will has an extensive background in NHS procurement since taking his first role with NHS Supplies North West division in 1995. From 2000 to 2010, Will worked in various commercial and managerial roles in the NHS Purchasing and Supply Agency (PASA), which has given him insight into the challenges and opportunities in the NHS. Will led several categories in the 2004 NHS Supply Chain Excellence programme, introduced the first national agreement for Agency Nurses in 2007, and in 2008-10 represented the NHS in leadership roles in the OGC’s collaborative category management in energy and fleet.

David Lawson is Director of Medical Technology at the Department of Health and Social Care having commenced the role in 2022.

In this role, Mr Lawson is responsible for Medical Technology Policy and is the Senior Responsible Officer (SRO) for the implementation of the Government's inaugural Medical Technology Strategy published in February. Key initiatives include implementation of a national Product Information Management (PIM) system with the Medicines and Healthcare products Regulatory Agency (MHRA), multi-tech assessments of product categories by the National Institute for Health and Care Excellence (NICE), new £30m Health Tech Accelerated Adoption Fund with NHS England, and reform of the £1.3b Part IX Drug Tariff.

David Lawson is also SRO for the Innovative Devices Access Pathway (IDAP) which was launched in September to apply a joined up approach across MHRA, NICE and NHSE for novel technology that addresses an unmet need. Mr Lawson is also SRO for the £424m Ambulance Radio Programme (ARP) which is focused on replacing 32 control room systems and installing new mobile data systems into over 6,000 ambulance vehicles. Immediately prior to this, Mr Lawson was the Chief Procurement Officer at Guy's and St Thomas' NHS Foundation Trust – a position he held for 21 years – and is a double winner of the Supply Chain Excellence Award in 2008 and 2021.

Tim is a consultant orthopaedic surgeon and was appointed National Director for Clinical Improvement and Elective Recovery for NHS England in November 2022. He is Chair of the GIRFT programme and leads the roll out of GIRFT methodology across all surgical and medical specialties.

Tim was appointed to the Royal National Orthopaedic Hospital as a consultant in 1992. His specialist interests are in orthopaedic oncology as well as surgery to the hip and knee. He was medical director at the RNOH for 15 years, ensuring a re-build, and was president of the British Orthopaedic Association in 2014.

He is also chair and national lead of the Veterans Covenant Healthcare Alliance (VCHA) and Honorary Colonel of 202 (Midlands) Field Hospital RAMC.

He was made a Commander of the Most Excellent Order of the British Empire (CBE) in the 2018 New Year’s Honours List for services to the surgical profession.

NHS Wales Shared Services Partnership

Mark joined the National Health Service in 1978 and worked for the Mid Glamorgan Health Authority Supplies Department, later moving to WHTSO (which became the Welsh Health Common Services Authority).

In 1980, he joined the North West Regional Health Authority as a purchaser at Trafford Park Hospital. Following a move back to Wales as Head of Purchasing in East Dyfed Health Authority, he returned to WHCSA as Director of Materials Management with the creation of the Procurement Group in Wales. In 1996, he served as Director of Welsh Health Supplies following the market testing of the Contracting and Supply Chain services.

In 2011, Mark was appointed as the Director of the Procurement Division of the NHS Wales Shared Services Partnership. The Division has over 500 staff across locations the length and breadth of Wales covering Sourcing, Supply Chain, Accounts Payable, Purchasing and Capital. Mark also has the responsibility for the Health Courier Service, following its transfer into NWSSP from Welsh Ambulance Service. Mark retired from this post in 2019 to take up the role of Programme Director focusing initially on Brexit and latterly the COVID Pandemic.

In 2012, Mark was honoured for a lifetime of outstanding achievement at the National Government Opportunities (GO) Excellence in Public Procurement Awards. He was recognised for his part in driving forward public procurement and making a real difference within the profession over an extended period of time and in 2017 he was awarded with a MBE.

Mark is Chair of Trustees for the HCSA and also a Trustee of the Wales Quality Centre.
