Matthew Swindells
President of Health Care Supply Association (HCSA) & Chair of the North West London Acute Provider Collaborative
Matthew is the Chair of the Board for the four acute hospitals that make up the North West London Acute Provider Collaborative – Chelsea and Westminster NHS Foundation Trust, The Hillingdon Hospitals NHS Foundation Trust, Imperial College Healthcare NHS Trust and London North West University Healthcare NHS Trust. He also runs his own consultancy, MJS Healthcare Consulting, through which he provides strategic advice on digital transformation and global healthcare to a small number of innovative companies.
He has spent his entire career in healthcare, most recently as Deputy Chief Executive and National Director for Operations and Information for the NHS in England. In this role he led the NHS's operational management, emergency response, major transformation programmes and the creation of Integrated Care Systems, to move the NHS away from a market system towards population health management. He was also responsible for the development of the NHS’s digital strategy and launch of the NHS app, which enables people to access their GP health record, interact with the NHS and provides the national vaccine passport.
Matthew’s NHS career started as an NHS supplies management trainee and includes a series of operational management roles in the NHS up to Chief Executive at the Royal Surrey County Hospital and as the NHS’s first Chief Information Officer. He then worked in government, firstly as head of the health team in the Prime Minister’s Office of Public Service Reform and then as special policy adviser to the Secretary of State for Health, during which time the government passed the smoking ban legislation and the NHS was identified as the world’s leading health system by the American think-tank, the Commonwealth Fund. After this, Matthew moved into the private sector and took his family to America to be Senior Vice President for global strategy and population health for Cerner, at that time the world’s largest dedicated healthcare IT company.

Keith Rowley has been Managing Director of NHS North of England Commercial Procurement Collaborative (NOE CPC) NOE CPC, a wholly owned part of Leeds and York Partnerships NHS Foundation Trust (LYPFT) since 2012. Through NOE CPC Keith is responsible for a range of services including the Collaborative Procurement Hub, the Hotel Services Category Tower and the shared Procurement and Logistics services delivered to LYPFT and Leeds Community Healthcare NHS Trust (LCH). Prior to joining NOE CPC, Keith worked in the IT Services Sector for 14 years, where he covered a wide spectrum of roles including procurement, sales, marketing, and operations. Most recently Keith has been appointed Chief Officer of Health Care Supply Association (HCSA). Keith is particularly interested in ensuring the role of Procurement is valued and developed to ensure it continues to underpin the success of the NHS.
Fiona Bride

Fiona is the Chief Commercial Officer (Interim) and Director of Medicines Value and Access at NHS England.
Since January 2025, as the Chief Commercial Officer (Interim), Fiona has been leading a national team of commercial professionals ensuring goods and services are delivered safely and efficiently, so that the NHS can focus on providing world-class patient care. Encouraging competition and market innovation to improve health outcomes, Fiona oversees significant commercial activity, of c.£30 billion spend across approximately 80,000 suppliers. Fiona delivers efficiency savings to ensure the NHS uses its resources effectively and maximises value for taxpayers’ money and is SRO for NHS Supply Chain. Together with key stakeholders, key priorities include implementation of the 10-Year Health Plan’s strategic ambitions, development of a Commercial Vision for Health and delivery of prioritised Strategic Framework interventions.
As Director of Medicines, Value and Access, since October 2023, Fiona has leveraged the health service’s considerable clinical and commercial expertise to ensure that patients across the country benefit from innovative and everyday medicines at cost-effective prices to deliver value for taxpayers from a £20 billion annual medicines budget. Over the past year Fiona has been focused on ensuring that the NHS is aligning its commercial approach to medicines at every level, capitalising on national ‘do once’ opportunities and the capabilities of local systems to improve the outcomes of the populations they serve.
Prior to joining NHS England, Fiona built a career in the pharmaceutical industry, holding senior commercial, marketing and value and access roles at multinational companies that partnered with the NHS and health systems around the world.
Stuart Nelson

Stuart joined the Department of Health and Social Care as their Chief Commercial Officer in July 2024, following a 30-year career in the private sector where he held commercial roles in financial services, professional services and retail in both the UK and USA. Stuart joined DHSC from Morrisons where he held a number of positions, most recently leading their Services division – running all of the group’s non-food and drink services, including their pharmacy business.

Andrew joined NHS Supply Chain as Chief Executive Officer (CEO) in September 2021 and has focussed on leading the organisation to deliver a broad range of value to the NHS.
Prior to this, Andrew was Executive Director for Procurement and Supply Chain at JCB and has also held senior roles at Magnox Ltd and Babcock International Group PLC.
Andrew has extensive experience in business transformation, total lifecycle cost management, customer and supplier engagement, and deploying technology to optimise operational performance.

Andrew Daly

Andrew is a partner and head of procurement within Hempsons’ specialist procurement law team. He has over 21 years’ experience of working with the NHS to provide pragmatic advice on running defensible procurement processes/defending procurement law challenges, and advising bidders on improving their chances of success/challenging processes.
Andrew led the team that worked alongside the NHSE policy team and NHSE legal team, advising on the development of the PSR and that supported 3 Trusts for the procurement of a pathology managed service contract, for which we won Best Legal Services Partnership with the NHS’ at the 2024 HSJ Partnership Awards.

Andrew led on the successful and timely delivery of one of the first innovation partnership procedures under the Public Contracts Regulations 2015 and regularly advises on designing and structuring processes, drafting procurement documentation, and defending procurement law challenges. He also acted for the commissioner in defending the first NHS v NHS procurement challenge to reach the courts.
When acting for bidders, Andrew seeks to challenge processes, looking at areas where the bidder has been discriminated against. He has successfully overturned a number of procurement processes on behalf of bidders. Andrew successfully advised the two trusts in Lancashire Care NHS Foundation Trust & Blackpool Teaching Hospitals NHS Foundation Trust v Lancashire County Council [2018] EWHC 1589 (TCC).
Mary Mundy

Mary is a Partner at Capsticks and is the Head of Procurement and Deputy Head of Healthcare. Mary leads the procurement team and advises clients on a range of public procurement matters from day to day issues through to complex and strategic processes and procurement challenges. Mary also advises bidders. Mary regularly delivers training to clients and speaks at conferences on procurement. Mary has been supporting clients to implement the changes brought in under the Procurement Act 2023 and she has also advised on a number of processes under the Provider Selection Regime. Mary has previously worked in-house at NHS Supply Chain advising on the setting up of various framework agreements for health supplies. She therefore has in depth experience of working closely with public sector procurement teams in a fast paced environment.

Karen Conway advances the role of supply chain to achieve a value-based healthcare system that optimizes the cost and quality of care, while improving both equity and sustainability in care delivery. She applies her knowledge of supply chain operations and systems thinking to align data and processes to improve health outcomes and the performance of organizations upon which an effective healthcare system depends. In 2020, Conway provided closing remarks for a G20 Summit pre-event on leadership to achieve sustainability in the health sector; she has also led the supply chain curricula at recent summits on health system recovery, health equity and ESG.
Conway is former national chair of AHRMM, the supply chain association for the American Hospital Association, and an honorary member of HCSA. She currently serves on the U.S. Healthcare and Public Health Sector Coordinating Council (HSCC) and the working group on forced labor in the healthcare supply chain. She has also served on the GS1 Global Healthcare Leadership Team and on the healthcare advisory board for CAPS Research.
Conway is a co-author of Strategic Management of the Healthcare Supply Chain (Wiley, 2023) and Leading from the Edge, a best-selling book on global leadership (ATD Press, 2013). Peter Smith

Peter was born and raised near Sunderland, and after graduating from Cambridge, started his procurement career at Mars Confectionery. He was then was Procurement Director for Dun & Bradstreet Europe, the UK Department of Social Security, and NatWest Group. He was elected a Fellow of CIPS and was President in 2003. He founded his consulting firm, Procurement Excellence Ltd. in 2004 and worked extensively in the public sector, becoming a Senior Adviser to the National Audit Office. He has been a non-executive director in two large public sector organisations and now fills that role with a private company. From 2010-18 was Managing Editor of the Spend Matters Europe website, and has written five books, including “Bad Buying”, published by Penguin Business, and “Procurement with Purpose – How organizations can change the way they spend money NOW to protect the planet and its people”. His most recent book is NOT about procurement but he writes regularly on procurement topics for various websites and publications and also lectures at Skema Business School in France.

He has 30 years supply chain experience at a senior level in the consumer goods and retail sectors, joining NHS Supply Chain from Heineken where he was most recently Programme Director leading the transformation of Heineken’s Supply Chain across Europe.
Prior to this Alex was a Board Director of Heineken UK leading the Customer Service, Logistics and Planning functions. Alex previously held senior Supply Chain roles in the UK and Europe at Mondelez, Asda, Coca-Cola and BIC.
Andrew Taylor

Andrew Taylor is Chair of the Independent Panel on Patient Choice and Procurement. The Panel advises commissioners on disputes arising under the Provider Selection Regime, the bespoke procurement rules for healthcare services in England. Since the Panel’s establishment in January 2024, Andrew has chaired more than 20 reviews of provider selection decisions by ICBs, NHS trusts and local authorities. In addition to his role at the Panel, Andrew is a member of Ofgem’s Enforcement Panel and was until recently a member of the Competition Appeal Tribunal, the UK’s specialist court for competition and regulatory matters. He was previously, amongst other roles, a co-founder and partner at Aldwych Partners, a boutique consultancy advising on competition and regulatory matters in healthcare and other sectors, and Director of the NHS Cooperation and Competition Panel.

Janice is an accomplished goal orientated NHS professional with a breadth of leadership, managerial and clinical expertise with her career spanning 40 years as a qualified nurse, midwife, health visitor and public health specialist.
She is passionate about Equality, Diversity and Belonging, championing and leading EDI&B in procurement and workforce. Janice has been instrumental in improving the trusts’ approach and progress in the Talent Inclusion Diversity and Equality assessment evaluation with both Trusts now achieving awards and gold status for their achievements.
Janice also sits on a Global Majority Board and International Nursing forum using her skills, knowledge and experience to eliminate injustice and inequity across NHS systems.

Karen is the chair of the HCSA Equity, Diversity, Inclusion and Belonging Network she has a passion for tackling inequalities. Karen comes with over 25 years experience working in Sustainability, Karen was an Environmental research Scientist specialising in conservation and biodiversity and is specialist in climate adaptation. Karen is also an active Human Rights Activist with a keen interest in tackling Modern slavery and forced labour in supply chains. In her spare time, you will likely find Karen in a country park or on the beach in Kent where she lives, walking her dog or volunteering at one of the many organisations she supports.

Sue is a Senior Clinical Nurse Advisor at NHS Shared Business Services, with a specialist background in Intensive Care and Tissue Viability. Formerly a Clinical Lead Manager in a Primary Care Trust, she led educational programmes, developed clinical guidelines, and promoted best practice across primary and secondary care. Sue is passionate about delivering high-quality, compassionate care through a patient-centric approach and collaboration with allied health professionals. In the private sector, Leigha held a global role managing multiple categories, and in her current role, she is Operational Lead on the Healthcare Planning, Construction Consultancy and Ancillary Services framework agreement, which features 174 suppliers and is heavily utilised by the NHS across a wide range of projects from 6 facet surveys to complex new builds.

Sakir has 20 years of experience working in both the public and private sector, across a variety of industries. In the last six years, he has led on IT procurement as part of his current role at NHS SBS, and previously at the national retailer, ASDA.

Richard Evans has been a Gore Associate for over 25 years, initially working on European commercial projects for Gore-Tex Technical Fabrics as a Sales Leader, before relocating to Munich and then into a corporate role with a focus on leadership learning and development. Moving into the Medical Products Division in the Health Economics Team over 10 years ago and latterly moving back to the UK delivering value strategy for NHS Healthcare Providers across the Gore Vascular, Structural Heart and Surgical Solutions business units.

Sophie Tabutin, PharmD, MSc joined W. L. Gore & Associates in November 2018 and is leading the Europe, MEA and LATAM regulatory affairs team.
Prior to this, medical devices experience started with BSI Notified Body for 5.5 years. First, as a product reviewer, technical expert, project manager and QMS assessor, providing valuable experience on the technical, regulatory and auditing functions of the Notified Body. Then moved to Notified Body Regulatory Lead position for BSI 0086 in 2015, with active involvement in the preparation work for MDR to allow BSI to reach the key milestones in BSI designation under the MDR and IVDR.
Qualified QP and pharmacist with a background in drug formulation and over twelve years of pharmaceutical industry experience with top pharmaceutical companies in investigational drugs development and clinical research.

James Drury is the Head of Commercial Development at Procurement Services and Lifecycle Management Group (part of CSG), where he leads the charge in transforming public sector procurement from compliance-driven to outcome-focused. With deep NHS insight and a proven track record in integrating social value, transparency, and innovation into contracting, James is committed to anchoring procurement in real-world impact – be that patient outcomes, supplier resilience, or Net Zero delivery.

Adrian Stobie is the Director of Procurement for Hertfordshire & West Essex ICS, where he leads the Procurement service for the 5 Provider Trusts across the ICS. In addition, he leads the Pathology Business Unit which is responsible for overseeing the ICS Pathology Service transferred to Health Services Laboratory (HSL) in March 2025.
In 2007 Adrian joined the NHS as the Supply Chain Director for the newly created East of England Collaborative Procurement Hub. Since then, he has held several Procurement Director positions in and around London with a range of Acutes, Mental Health and Community providers, oh and a spell back in the private sector with Atos Consulting.
Prior to joining the NHS, Adrian was a Management Consultant with Accenture in their Supply Chain Practice, spending 8 years living out of a suitcase while working on site with some globally renowned Fast Moving Consumer Goods (FMCG) clients, helping them implement new Supply Chain processes and systems. Going even further back, Adrian started his career as a Graduate Management Trainee with Unilever, working in the factories as a Production Manager and then moving onto Supply Chain Transformation projects.

Claire Bye is the Chief Procurement Officer of the Devon Procurement Service hosted by University Hospitals Plymouth NHS Trust and brings 17 years of experience in NHS procurement as well as previous private sector procurement experience.
Claire is currently leading on the transformation of the new Devon Procurement Service due to go live in December 2025. The service brings together in-house procurement teams from the five Partner organisations and will be governed by a Board consisting of Chief Financial Officer representatives from each organisation. The service will enable partner organisations to increase efficiency, deliver more from supply partners and improve the overall service experience for stakeholders, staff and patients.

Claire has worked in Procurement for over 25 years, starting in Local Government and Higher Education, before commencing an NHS career in 2011 with Northumbria Healthcare NHS Foundation Trust, joining County Durham & Darlington NHS Foundation Trust in 2015 where she went on to become the Associate Director of Procurement for Synchronicity Care Ltd (a wholly owned subsidiary of County Durham & Darlington NHS Foundation Trust). In 2018, Claire joined Collaborative Procurement Partnership LLP as Director of Business and Performance as part of the Department for Health and Social Cares designed NHS Supply Chain. She joined Choice in 2023 as a company director with board responsibility for procurement.
Claire is the chair of the HCSA Learning and Development Network and a member of NHS England’s Central Commercial Function Learning and Development Centre of Excellence Board, and has a keen interest in developing people to their full potential.

In my day to day role I work with new and existing corporate partners to explore new opportunities to fund the incredible work of a Young Lives vs Cancer Specialist Social Worker to support children and young people with cancer, and their families. From the moment of diagnosis our social workers are there to support families with the emotional, physical and financial challenges childhood cancer throws at them.

Sean Hagger is a principal consultant for Legitimate Leadership Int Ltd, he works with organisations to help them transform their culture with a focus on Leadership Excellence. Sean started his career as an analytical chemist in the pharmaceutical industry, where he worked for Pfizer and Glaxosmithkline. After developing a passion for operational excellence, he moved to Johnson Matthey in a role that supported the European Auto-catalyst division.
Sean led a number of high profile successful problem solving projects which entailed leading teams across the European manufacturing and technology sites and presenting progress to key customers including VW Group, Volvo, JLR and Renault.
In 2018 Sean moved to a senior leadership position in the UK Autocatalyst manufacturing facility in Royston, becoming Site General Manager two years later. From 2020 to 2022 Sean led the site through radical transformation towards site closure, facilitating over 600 redundancies without incident, whilst improving the health and safety culture and maintaining customer demand. This was achieved through galvanising multiple groups around a common goal and maintaining high levels of motivation and morale.
